Public Records Act

Under the Washington Public Records Act (RCW 42.56), any person can request identifiable government records. To submit a request, identify the specific state or local agency that holds the documents, then submit your request - ideally in writing - via the agency's online portal, email, or mail.

How to Make a Request

  • No form required. While agencies have forms, you do not need to use them. A simple email or letter clearly describing the records works.
  • Be specific. Provide as much detail as possible (e.g., date ranges, subject matter, specific names, and record types) to help staff locate your documents quickly.
  • Local agencies. If you are looking for city or county records (e.g., police reports, building permits), check the official website of the specific municipality or county, as they handle their own records.

What to Expect

  • No reason needed. You are not required to explain why you want the records, nor do agencies ask.
  • Agency response time. Within five business days, the agency must respond by either providing the records, providing an estimate of when they will be available, acknowledging the request, or denying access to exempt records.
  • Fees. Inspection of public records is free. If you require physical or electronic copies, agencies may charge statutory fees to cover the cost of production.
  • Exemptions. Not all documents are open to the public. Certain sensitive information - such as personal privacy data, ongoing criminal investigations, and attorney-client privileged documents - is protected from disclosure by law.
